Opened in 1932, Rikers Island is New York City's main jail complex. It sits between the East River and Queens and the mainland of the Bronx. The complex consists of ten jails and holds an average population of 14,000 inmates.

Four paralleled, 7.5MVA service transformers provide power and reliability to this cogeneration plant. Seven levels of relay protection was designed to protect the equipment going from utility to the low voltage equipment. Two medium voltage 9.5MVA generators are also on site.
