Douglas County PUD, Bridgeport Residence Transient Overvoltage Investigation

| Douglas County PUD is a utility organization serving Douglas County, Washington. One of their residential customers in Bridgeport, Washington, reported an extremely high failure rate of electronic equipment. The PUD asked

to investigate this problem.
The
PowerStudies.com
engineer performed a power quality site survey at the residence. The engineer found that the residence had the following problems:
• The house had only one grounding electrode (NEC code now requires two).
• The set screw connector used for connecting the grounding conductor to the grounding electrode was loose.
• The utility pole next to house was set in solid rock.
• Ground butt plate on the bottom of pole was a poor ground due to being set in rock.
• The transformer neutral grounding conductor was connected to butt plate on bottom of pole (in solid rock).
• Lighting Arrester on primary side of transformer was connected to pole grounding system.
• Cable TV connection point was not grounded and violated NEC requirements for grounding of antennas and Cable TV systems.
• Telephone customer connection box was old style with poor internal surge protection.
The Power Quality engineer recommended correcting the items listed above as well as installing surge protection at the main service panelboard.
